Measurement-based methane reporting is scaling across the global oil and gas sector
OGMP 2.0 is on track to deliver measurement-based methane reporting for nearly one-third of global oil and gas supply by 2030.
A recent OGMP 2.0 analysis forecasts how much oil and gas will be reported at the highest data quality level, Level 5, in the coming years. Level 5 reporting requires reconciliation of source-level emissions with site-level data, providing the highest level of data quality currently available in the sector.
Today, OGMP 2.0 covers roughly 45% of global oil and gas production, with nearly 160 member companies committed to working towards near-zero methane emissions. Members set reduction targets, report emissions annually and improve data quality over time.
Based on current membership and implementation plans, the analysis finds that Level 5 reporting is on track to cover around 25% of global oil and gas output by 2027, and approximately 30% by 2030.
Assets responsible for around 1,000 billion cubic metres of natural gas supply in 2025 are expected to reach Level 5 by 2030 — a volume roughly equivalent to the entire global net trade of natural gas.
In 2024, assets reporting at Level 5 recorded an average methane emissions intensity of around 0.1%.
As markets and regulations evolve, credible methane data is increasingly shaping investment, trade and supply-chain decisions. Measurement-based reporting is becoming central to how the sector manages methane emissions and delivers reductions at scale.
